The Directorate of Science & Technology, Assam was established in the year 1983, on the recommendation of the Planning Commission, Government of India, initially operating with limited staff and officers. Initially, it functioned within the department itself with an Ex-officio Director tasked with coordinating the application of Science & Technology to achieve the socio-economic objectives of the Government. The Director, of Science & Technology, Assam was subsequently designated as the Head of the Department by Government order with the concurrence of the Finance Department. The Directorate has commenced its independent operation from 1st June, 1996.

FUNCTIONS

1. To conceptualize, frame, and implement Policies, Rules, Regulations, and Project/Scheme Guidelines related to Science & Technology for the State of Assam.
2. To coordinate, implement, and monitor various policies, programmes, projects, and schemes under the Department of Science, Technology & Climate Change.
3. To make audit and analysis of programmes and schemes implemented by the Department of Science, Technology & Climate Change.
4. To oversee and ensure proper implementation of the Departmental schemes executed through various organizations and liaison with different Departments, Councils, and Organization etc.
5. Proper functioning of Directorate Office as per Govt. rules and to ensure monitoring and evaluation of departmental schemes in time and proper utilization of voted budget provision against various Heads/Sub-Heads and submission of report to the Govt.
6. To give Grants-in-aid to institutions and individuals for promotion of Science and Technology programmes and research activities.
7. Submission of annual budget of the department for presentation in the budget session of the Assembly.
8. To ensure timely submission of departmental schemes/projects etc for necessary sanction and release after proper scrutiny of the scheme/projects etc. • Preparation of Annual Plan, sanction and reconciliation of departmental expenditure.
9. Online Budget communication and issuing of ceiling, audit matters etc.
10. Sanctioning and release of fund relating to projects/schemes under the Directorate of Science & Technology.
11. To attend any other functions as may be notified from time to time.
